Boot up Freeze

Hi. I have a Intel 1.7GB computer and whenever I do a warm boot (CTRL-ALT-DEL or a program requests the computer reboots) the following happens many times.

The computer will  display the autodect messages saying it auto-detected my Primary and Seconday MAster and Slave devices. then is lists the four devices

Pri: Master: Maxtor 6Y209734
          Ultra DMA Mode-2, S.M.A.R.T. Capable and Status OK
Pri: Slave: IH2o0jo32n Drive
          Ultra DMA Mode-2, S.M.A.R.T. Capable and Status OK
Sec: Master: 1.06  _NEC DVD_RW ND-1300A
Sec: Slave Maxtor 6J4553734
          Ultra DMA Mode-2, S.M.A.R.T. Capable and Status OK

 Then it freezes: (in the last case it did nothing for about 10 minutes before continuing on).
 If I power on cold boot then the system starts up normally. Only when I warm-boot will the system freeze most of the time. What can this be?

I would swap the power supply out - when it starts behaving differently when booting cold versus warm, that's an indication of a failing unit.
