Defrag says "Cannot access part of this disk"

I've already scan disked and it completed it successfully, saying it fixed some problems.

But now that I try defrag, it says "Cannot access part of this disk" and wants me to run scan disk again.

What should be my next step? I am using win 98 2nd ed. and its own internal defrag program.
