windows 98 ICS

I recently upgraded an old machine from 98 to 98 SE.  When it booted there was a new icon called Internet Gateway.  I have read in the forums this has to do with ICS and learned how to disable it through MSCONFIG.  my question is, I looked in the add/remove windows components list and it shows that ICS was not instaled.  Why is there a discrepancy and how can i remove ICS the right way instead of using MSCONFIG?

This should be accessible via network properties.
Here are installation instructions - if you carry these out in reverse, then ICS will be disabled:
