Exchange 2003 Install

I am install Exchange 2003 on a 2003 server and I get the following error.
Setup failed whil installing sub component Base DAV protocol with error code OXC103798A.
I have looked everywhere for an answer.
Teh Exchange log tells me I am getting access denied going to the registry but the account has every right under the sun.
any help would be appreciated.

If it tells you what part of the registry it has denied you access to, go into the registry and check it.  You may find that the permissions on the key have been assigned to a security group (exchangeadmins or something like that) that your administrator account is not a part of.  If that's the case, add administrator to that group and try the install again.  Also, make sure you are installing from the exchange CDs.  I have found several instances in which initiating an installation from files on the HDD ends badly.
