Unable To install InstallShield Scripting Runtime - How To Fix This!?

I'm getting the following error while trying to install a program and I cant figure out how to fix it.
I've downloaded the Installshield cleaner and tried to run it but I cant because I have to INstall IT in order to run it...and of course I cant install to run it :P

Any Suggestions?

This error can also happen if the InstallShield exe you are attempting to run is just a wrapper for an MSI package, and the Windows Installer service is disabled (or corrupted in some fashion).

Check your Services console and make sure Windows Installer is set to Automatic or Manual startup.
