Setting up visual basic applications

I have a problem from time to time implementing my applications.  I use the vb6 package deplorment tool to generate my system for setup.  From time to time the setup wizard just won't work.  It tells me I need to upate some systems files and restart.  It does this a
few times and will never let me continue the the installation.  There are several systems that never gets updates.
