Hi

I don't think you can stop people from downloading things, because that's what's actually happening when people look at web sites (the web browser downloads the HTML files - and can then do what it wants with them).

I assume you want to stop people downloading executables (.exe) files, or specific content?

You can do this be defining a "Site and Content Rule" for it.
Set the "Applies to" to be whatever users or client sets that you want this rule to apply to.
In the "HTTP Content", select "Application"

You need to make sure that the "Application" content group contains the things you want to block.

You do this in the "Contents Group" folder under "Policy Elements"

Hopefully this will point you in the right direction.  If you could let us know in a little more detail what you're trying to achieve, and what you've done so far, I should be able to help futher.

Enjoy :)
