In VB.net, windows application, Can I display the content as HTML page

Basically

I am trying to display the Help, or is there any better control for this

in Help I will be haveing static text

User Type1 (Super user)
  Function 1, Function 2.... Function n
User Type2 (read only user)
  Function 1, Function 2.... Function n

Basically I am displaying what are the different functions user can perform

If I understand what you're asking, yes you can.

Simply write pure html to a file using the streamwriter:
        Dim sw As StreamWriter = New StreamWriter("myFile.html")
        sw.WriteLine("<html><body>")
        sw.WriteLine("<h1>My HTML File</h1>")
        sw.WriteLine("</body></html>")
        sw.Close()

and then open it using:
System.Diagnostics.Process.Start("myFile.html")
