Hangup on Add New Hardware

Hi Guys,
Quick Question:  I am using a windows 98 se machine and I have a belkin roothub installed in a PCI slot.  When I go to start up windows, it shows the Add New Hardware Screen, and shows PCI Root Hub, but it hangs on this screen.  If I go to Ctrl+Alt+Del, it says the Add New Hardware has stopped responding.  Any ideas?  Thanks.

model# and name of motherboard

1. have you installed the latest  service packs if any
2. does your computer need irq sharing , meaning when you install
a device and it cannot share irqs it will hang.
3. have you tried using  add remove hardware to install the device
4. have you tried going into safe mode and seeing if the process repairs itself
or try to manual install it from their.
5. have you checked if their are duplicates of the device
6. have you tried another pci slot , reason L irq sharing again ,
a refusale on 1 pci  slot , can use another irq on another slot.
