save eml with vb refrence

Hi
in converting a .eml file to .txt file , with using of outlook express we should read a .eml file from outlook and inbox part
, but i want convert with this assumption that the .eml file in hard(for example in D:\sample.eml)  and should be converted to
(D:\sample.txt). when i open eml file in text mode, text in body is decode becuse language text body eml file is arabic and i need
get eml file and save as with outlook vb refrence.
please help me.
