context menu will not appear

I running outlook 2003 and when right clicking on a message the hour glass appears and then disappears but no context menu appears.  This has been bothering me for weeks now.  Detect and repair fails, reinstalling the application works for a short time but eventually fails.  Could someone please offer some assistance.

Have you run a virus checker - http://security.symantec.com and http://www.bitdefender.com
Have you run a spyware scan - http://security.kolla.de and http://lavasoftusa.com
Maybe Start-Run-SFC /scannow

Yes I have a symantec 9.0 installed and running.   I'm not experiencing this issue in other applications such as MS Word, Excel, Powerpoint etc., only in Outlook 2003.  This issue is happening with one user.

Run a spyware scan from both of those locations.  I don't know of anything else to try.

I ran spysweeper and it resolved the issue.
