Outlook Express Pop-up box

When Outlook Express is reading mail from a POP server, a progress dialogue box pops up, as follows:

Can someone kindly explain the utility of the pin on the right bottom.

The pin just keeps the popup screen on your screen.

There is no other utility for this button
