People missing from Global Address List

Background:  Windows/exchange 2003 servers across 2 uk sites
Domain / Top of AD = abc.com
southampton site = abc.abc.com
London site = abchq.abc.com
Some of the users at the abc.abc.com site are not visible to the users at the abchq.abc.com site - however most are!
Emails get through to the missing users, so thats fine, they just do not appear anywhere in the GAL at the abc.hq end.  In AD users and computers there is no trace of these users.  However the people that administer the abc.abc.com can see these users in their AD users and computers and in their GAL.  
Any help would be greatly appriciated

There is problem with the recipient update service in Exchange2003. You can see if this is your problem by restarting the exchange services on both sides.  If this fixes it the you will need the hotfix for this.  Post again if that is the problem and I will give you information about how to obtain the hotfix.

I had a simpler version of this problem where, after adding a new account, it failed to appear in the Global Address List until I stopped and restarted the Exchange services. What is the hot fix for this? This occured in Small Business Server (SBS) 2003

I believe that SP1 for Exchange2003 should fix this now.
