Problems with Delegates

We have an executive (will call him Joe Smith) here who has delegated Owner rights to his Admin (will call her Jane Doe).  Now, when someone sends a Meeting Request to Joe Smith, it is only received by Jane Doe.  Joe Smith does not receive the request.  She even tries forwarding the Meeting Request to him, but it comes right back into her Inbox.  Tried adjusting the permissions down a few levels, same thing still happens.  Only other thing I am thinking is that there is some kind of Rule setup on Joe Smith's outlook.  Cannot get to his pc until he returns to the office.  Any other ideas of things to look at if it is not a rule?

Check Tools->Options->Delegates.  There's a checkbox there for "Send meeting requests only to my delegates", make sure it's unchecked and see if you still get the same problem.
