RUNDLL32 is not a valid WIN32 application

I have a very weird problem. It started suddenly after 3 8yr old boys were playing on the computer for a few hours. ( I should know better).
Anyway, I run Windows XP Home. I have Norton Internet Security 2003, updated and scans twice a week. I run Spysweeper 3.0. It is update, scans 3 times a week and watches for any unauthorized changes. I also run Spybot and Adaware. With all that "protection", I suddenly get an error message "RUNDLL32 is not a valid Win32 application" when I try to access anything in the Control Panel.  I've tried to look it up on this website and in Google and I haven't found anything helpful.

I'm having another problem that I don't know if it is related. In trying to solve the above problem, I ran Spysweeper, Spybot, Norton Scan (in Safe Mode) and Adaware. Adaware would hang or freeze everytime. I uninstalled Adaware and downloaded the newest version (Adaware SE Personal). It still freezes everytime I run it even if it is running in Safe Mode. I couldn't find any good help at the Lavasoft site. Others have the problem but no resolution exists.

First of all goto Start>Run>msconfig>Startup
and uncheck all applications except AntiVirus and Firewall entries
restart and perform soem online virus scans...
then download spyware removal tools and run them and Stinger one by one in SAFEMODE to delete everything they detect !!!!!

I have already run Adaware (in safe mode). It does not run to completion. It just locks up. So I ran Spybot and Spysweeper instead. There was very little spyware found because I run these all the time. I forgot to mention that I already did run coolwebshredder. I also already ran Panda ONline Antivirus. Nothing was found infected. My MSCONFIG is lean. I keep it very clean.

I spent hours yesterday running all the antivirus searches and antispyware searches in safe mode. I had no viruses. There was very little spyware. This did not fix the problem.
When I ran the system file checker, it restored some files and that fixed the problem. I can now access the control panel.

However, Ad-aware still does not run. So, I uninstalled the new version of Adaware(SE). It kept locking up while searching. Adaware found 8 spyware objects but when I cancel the search because it hasn't done anything in 15 minutes, I cannot delete the objects found. I installed the older version of Ad-aware (6.0 Build 1.81). This ran to completion but only found 1 spyware object. I guess for now I'll just keep the older version of Adaware.
