explorer.exe application error - unable to read memory when opening network connection properties

I need to change the properties of one of my network connections.  When I open the specific network connection for my LAN connection, right click on the icon, left click on PROPERTIES, I immediately get the following error

"explorer.exe applicaiton error
Error at 0x76f30133 reference at memory 0x00000000.  Memory could not be read."

If I do not restart my machine, I get very 'flakey' results when I connect to any network.

I can reproduce this error at any time by following the process above.

I have checked my registry, repaired IE6, run ADWARE, I even tried the concept noted in another question of creating a new administrator user.  This error continues to occur.

I have rated it 250 points as a number of folks have looked at the issue, but do date, no one has been able to locate the problem.

Any ideas?

As the laptop on which I was experiencing this problem is used for work, I did not wait too long for a soluion.  Unfortunately after a number of tries, the only option left was to reimage the machine.  This in fact corrected a number of issues.  The Operating system had to be reloaded and seems to have corrected a number of the drivers that were causing errors or unstable operation of a number of the hardware devices.
