Use Exchange Server would be the best and most flexible suggestion.

Take a look at http://www.slipstick.com/outlook/share.htm

Hi visionid,
Have you solved this issue? Many companies simply set permissions on calendars to Default: read, meaning everyone can read everyone's calendar. If this isn't feasible or do-able, then use the Meeting planner/attendee availability feature. Even if they haven't enabled permissions, you can at least see if they are busy.

Of course, all of this is moot if your users aren't fastidious about entering data into their OL calendar

Best of luck
