Error using MailMessage object in ASP.NET: 452 Cannot create file for your message

I have an input form that generates an email to a company rep using the MailMessage object and am seeing the following error which I'm having trouble deciphering, has anyone seen this before?...

System.Runtime.InteropServices.COMException: The message could not be sent to the SMTP server. The transport error code was 0x800ccc6c. The server response was 452 Cannot create file for your message

My bet is that the SMTP services are not running on the IIS machine that is processing the code.
