Safe Target As ... not working.

I use Flashget to download.
Some sites will only allow you to download by right clicking and choosing "Save Target As...".
When I do that I can see "Save Target As...", but it is grey and not black and does not work.
How do I get "Save Target As..." to work again?

Turn off Content Advisor:
Tools -> Internet Options -> Content tab
