Windows Installer Corrupted

My Windows Installer is corrupted.  I want to know how to reinstall it.  I went to Windows Support : http://support.microsoft.com/default.aspx?scid=kb;en-us;315346&Product=win2000, did all that stuff but system is telling me that service allready exist.  Went to Control Panel, deactivate service and still not able to execute the INSTMSIW.exe.  Rebooted, still not able.  I am close to reformat machine but I would like to fix it instead to restart.  Any ideas?

You can try to unregister and register "msiexec". In dos prompt type:
msiexec /unregister
msiexec /regserver

I temporarily moved the User Profile to another PC to let that user work.  Once transfered, the problem follow to the other PC so I make my mind problem is within profile.  However, on the original PC, even Administrator Profile had the problem.  My understanding at this point is the corruption is at least "also" in the user profile.  Seing no other slutions, I decided to reformat the PC.
