WMI Event ID 12102

I'm having a problem with a Windows 2000 Server shutting down.  The Server is configured as a workgroup computer.  The computer will not shutdown on its own.  Everytime I manually (using the power button) restart the computer, it tries to reinstall a U.S. Robotics external modem.  It fails with a message saying Unknown Error, The data is invalid.  I believe the shutdown problem is related to the modem issue.  Perhaps the driver is hanging during shutdown.gbg  I am also getting a mysterious error message in the system log in Event Viewer:

The registration information for the image file Unknown is not valid.

I cannot find any reference to this event id on Microsoft's support site.  I do know that WMI can have something to do with device drivers.  Any help on this one would be greatly appreciated.

This is a WinHTTP error that occurs when a call to a WinHttpRequest object fails. Error 12102 (constant: ERROR_WINHTTP_CANNOT_CALL_AFTER_SEND) occurs when an object was expected and never received after a HTTP SEND operation.
