Control Panel Icons as wallapaper

This is an easy one, but for the life of me I can't remember what it means when a user logs on and sees the Control Panel icons as his background....Is it simply "Enabling Web Content" on the desktop?  I have to know before I go out to a site...Thanks.

Hi tenover,
try disabling "active desktop"
