Try to use only /usr/local/bin/phpize without the export of PHP_PREFIX

Some files may also be missing on your system
# ll /usr/share/php/build/
-rwxr-xr-x  1 root root 46494 2004-04-05 02:20 acinclude.m4
-rwxr-xr-x  1 root root  3157 2004-04-05 02:20 Makefile.global
-rwxr-xr-x  1 root root  2277 2004-04-05 02:20 mkdep.awk
-rwxr-xr-x  1 root root  2241 2004-04-05 02:20 phpize.m4
-rwxr-xr-x  1 root root   410 2004-04-05 02:20 scan_makefile_in.awk
-rwxr-xr-x  1 root root 36075 2004-04-05 02:20 shtool

on your system the path should be /usr/local/lib/php/build and there those files should be present. Maybe something went wrong when installing php
