Unicode & UTF8 string resource

Please help me:

How can I include unicode & utf8 strings in a resource file and how can I read them back? Do you suggest any resource creating tools?

I think Visual Studio can create unicode resources but there must be many other tools too that can do this. The resource workshop thats part of Delphi only supports ASCII-C style strings.

Delphi is ill-equiped for unicode and UTF-8 anyway. It does support it because it's part of the Windows API but it's easier not to use it.

Thank you again. But withoud using unicode or utf-8, how can I make my application language independent and include other languages in it? Do you have any suggestion?

I assume you're already familiar with http://tnt.ccci.org/delphi_unicode_controls/ for Unicode controls? And http://unicode.soft-gems.net/Tools.php is also familiar to you? The Unicode Data Extractor might be helpful.
http://community.borland.com/article/0,1410,16522,00.html probably isn't very useful but it contains a warning for Unicode.
