A couple of MS KB articles to look at:

http://support.microsoft.com/default.aspx?kbid=867506
http://support.microsoft.com/default.aspx?kbid=286328

Have you got Outlook installed on the Exchange server? That error message is usually associated with MAPI.

When i try to view system folders (Public Folder) in ESM, I get this error:

The requested operation is forbidden.
ID no: c1030af1
Exchange System Manager

I have read this article, but it did not solve the problem:
http://support.microsoft.com/default.aspx?scid=%2Fservicedesks%2Fbin%2Fkbsearch.asp%3FArticle%3D325923

I also restarted IIS.
