Can't switch from MS Paint as default picture viewer

Can't switch from MS Paint as default picture viewer.  I have right clicked and chose open with IE and checked the box to always use this program, but it still will only open with MS PAint.

When you go to "Tools/Folder Options/File Types in Explorer, what does it say for the open with there?  You can also modify from here as well.

I changed it in the registry and seems to be working.  This user does alot of surfing to weird sites that install tons of crap.  So, the OS is not real stable.  Thanks for the reply.
