Telnet & HTTP Proxy

I am looking for a program or a method of creating a program that will act as a Telnet and HTTP proxy.  I need an application that accepts telnet and http connections, prompts the user for a name and password, verifies that information against a database, and then passes data back and forth between the user and a specific telnet or web server.

Any ideas?

Try Delphi Indy  components - as I remember they`ve something ready on telnet and proxies.
Also .net framework System.net classes - TcpListener and TcpClient.
