Connecting to Another Computer

I am trying to connect to another computer which has a webcam broadcasting using Windows Media Encoder.  However, all ports are stealthed on this computer.  It is using Verizon DSL, and has no firewall running?  How can I unblock some of these ports?  Or is this not possible?  Does this have something to do with verizon?  Running IPConfig on that computer does not give its real IP address.  It gives a lot of stuff about tunneling?

The problem is with the tunneling.

the computer near to the other computer?
do you want to connect to the internet using this computer that has a DSL connection?
if you do, is this computer is using the RJ45 as the connection to the ISP
first you need to have a HUB because you cant directly connect to this computer because it's
using the RJ45 for the DSL connection.
but if this DSL connection is using a USB, then you can connect the x-over cable directly to the NIC.
make sure that you have a correct IP ADDREES (eg. 192.168.4.2 - 192.168.4.3)

***disregard this one if the
the next step is to shared the internet connection from the computer that you want to connect and make sure that you have a correct IP ADDREES (etc. 192.168.4.2 - 192.168.4.3).
use the  X-over cable.

kindly explain more about the problem?

I dont know much about networking, but my friend has a laptop that is connected to the internet using Verizon DSL.  And I am trying to view their webcam from an html page on my computer.  They are broadcasting using Windows Media Encoder.  But I can't connect.  All their ports are stealthed.  I have verizon DSL myself and I need to use a software firewall to stealth my ports.

Check your friend's computer for any Verizon DSL software. Some DSL ISPs use WinPOET for their PPPoE authentication and tunneling. I would check that software for any information regarding the connection. If you cannot find any software on that machine, I would go to www.whatismyip.com from your friend's computer and it will show you the routable IP that is seen from the Internet.

One other thing I would check is the configuration of the modem. See if you can telnet or HTTP into the modem. Some DSL providers are providing a hybrid modem that will allow one or more local IPs to be NATted or statically assigned to external IPs.

My friend did use the Verizon DSL software but there isnt any information regarding the software.  It's very non technical.  Right now they are using Windows XP PPPoE to connect.  What exactly is the tunneling stuff?
