1)  if using WebSphere studio, right click on EAR project and select "export EAR file".

2)  otherwise use Application Assembly Tool (AAT) which ships and installs with WAS.  NOTE:   WAS 5.1 uses "Assembly Toolkit" which is really just a dumbed down version of WebSphere Studio.
