Sent Messages are Disappearing in Outlook Express

Here is my problem:

Something strange is happening when I send an email from EMAIL ACCOUNT 1 to EMAIL ACCOUNT 2 (both on my server). For example when I send between:

office@mybusiness.net to memos@mybusiness.net

If I check quickly the inbox of the memos@mybusiness.net I am able to download the email in Outlook Express.  If I wait say 1.5 hour,  I am not able to download anything because it tells me that there are no new emails.   I see in my sent folder in the office@mybusiness.net that the email is registered as sent.  

Do you have any possible explanation for this?

I am afraid that people may be reacting to the news items that we are sending them (from the "office" account to the "memos" account) , but their emails simply do not reach us.  I called the server and they  said that all is OK.  The only explanation that they could offer is that the emails may be  going  to another computer in the LAN and are downloaded from  that computer automatically.  I checked and this is not the case.  

Do you have any idea what could possibly be wrong?

How did you verify that they are not being downloaded to another computer?  You can guarantee that is not the case if you set all computers to leave the email on the server.

Tools-email accounts-change-select the account-more settings-advanced

Then if it is downloaded it will still be left on the server.  Do you have a firewall or antivirus software that could be blocking it?

We use Norton Internet Security at the office, yes. All email accounts are set to leave it on the server.

Briefly disable the firewall and antivirus stuff and see if it behaves properly then.
