The article pertains to CE 8, but the Offline Viewer is available in the Launchpad (CE 8 - CE 9) or the User Launchpad (CE 10).

FYI, I never allow my users to see the various launchpads because I don't want them getting into the examples (especially administrative ones).  You only see the launchpad if you install CE your workstation, or if you have the Guest account enabled and you exit from the ePortfolio Login page.  I modify logonform.csp to close the window instead of redirecting to the launchpad and I provide users with a link to ePortfolio directly - not the launchpad.

Since the users can't see the launchpad, I generally provide a direct link to download the Offline Viewer (if necessary, per business requirements).

Thanks.  Unfortunately I don't have CE but if we upgrade I will look into it.
