What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

Have you tried the wb_BeforeNavigate event?

The complete event will not fire if the page does not compleatly load.

Post your event code.

Yep, tried it...
     <script language="vbscript">
     Sub brow_BeforeNavigate()
          msgbox("hello")
     end sub
     </script>

I can get normal events ( like onfucus, onmouseover etc. ) to work, but not the browser specific.
