How do you open an excel workbook that has an On_Open() event that you don't want to execute?

if you are opening it manually then you can either set the macro security to high or hold down the shift key while opening the file.

if you are doing it through code then then set the application's AutomationSecurity property to msoAutomationSecurityForceDisable

Application.AutomationSecurity = msoAutomationSecurityForceDisable
Workbooks.Open "c:\MyFile.xls"
