No icons in Start Menu Taskbar for Users - XP Pro SP1

This is a follow up to: http://www.experts-exchange.com/Operating_Systems/Q_21106583.html

  That solution did not work for all users, but rather just a small handful. The problem is still the same. If logged in as a regular user, Whenever an application is open, Nothing appears in the taskbar.  If logged in as an administrator, there are no problems.  Tried Taskbar fixes which would work for one user.  Tried copying profiles.  Nothing seems to work and the problem continues to come back.

This definitely sounds like a problem due to viruses/trojans/spyware or other malware.

Symantec Anti-virus is installed on the machines with newest updates.  These PCs are brand new, so I doubt that spyware came installed on them.  However, I will scan them to make sure.

number 164 on the left: Restore Taskbar to default functionality

number 240 on the left:  Programs aren't minimized to the Taskbar

Re-installing Windows
Installing all Windows Updates

... did the other Experts suggestions help?
