How do I disable the preview pane in OWA for all users by default?  the Exchange 2003: Outlook Web Access Web Administration tool.. found here:  http://www.microsoft.com/downloads/details.aspx?FamilyID=4bbe7065-a04e-43ca-8220-859212411e10&displaylang=en  .. does not offer this...

You can't - at least not via a supported mechanism from Microsoft. You might be able to by customising the OWA web page code - but those customisations would be lost after any updates were applied and you could break something else.  
It seems to be a frequently asked question on various forums and newsgroups but there isn't a comprehensive answer.
