Sharepoint Portal Server 2003, Creating WorkSpaces on first level

Hi how do i create WorkSpaces on the first level of my SharePoint Portal Server ?

Login to the portal as administrator, and across the top there's a 'sites' link. From there, on the left under 'actions' select 'create site'. When you're creating a site, the 3rd screen lets you pick which template to use (ex. Basic Meeting Workspace, Document Workspace, etc).

Also, from the main portal page under Actions, select 'manage content' and you can create document libraries, image libraries, etc.
