stopping programs in terminal services

We have a large group of users using remote desktop to our servers. I have a need to stop the program avgcc.exe from running. I can't seem to find the correct entry in group policy. Any suggestions?

I'm wanting to deny a process from running. On a brief glance of this, from Microsoft, it look like I can only approve. Is that so?
