No Desktop (Explorer.exe) loading when logon as admin to W2k TS SP3 box

Please excuse any bad english.. its been a long day with this problem.
Im a on-call engineer supporting many sites, today I attended a call descibing blank screen when loging on server console.
The problem is that explorer shell is not loading/initialising ontop of this, CTL+ALT+DEL, CTL+SHIFT+ESC does nothing.
MMC from client workstation shows that server is fine; no event log errors, all services starting ok.  AD also seems to be working ok.
Back to the server, I can reboot (by killing the power) and go into Safe Mode fine, no errors etc, however Safe Mode with Networking has the same problems as above.
Now for the steps I have taken so far:
Remove/reinstall TS componets.
Restore system state (registry, com+ etc.) from One week ago AND Two months ago.
Reformat, install fresh w2k (sp3 inc), restore entire system from One week ago.
None of this solved anthing.
I've been looking at simular problems on here and got some ideas but I have not seen anyone with the exact same problem.
Example, some one Could use CTL+ALT+DEL or someone couldnt get into safe mode either.
Ideas i am pondering on at the mo are:
1) not sure when the last system reboot occured if more then a week ago there could be a corruption somewhere that a restore from a week ago would have made no difference. i.e this problem could have been waiting to happen for some time.
2) I've made some bad oversites, I havnt tried logging onto the console wit any other profile apart from admin (will try tomorrow)
3) To tired.. need help!

Just looking for some ideas experience in this problem to give me a good frame of mind to go in there with tomorrow.
A solution that works for me will be rewarded.

howdy,

if you can get to the run button type this C:\WINNT\EXPLORER.EXE /n, C:\WINNT

if this brings up the shell then you need a registery edit

Cant get any run boxes or task man, execpt in safe mode.

Thanks for the great response! lol
Turned out to be some corrupt file permissions in the windows directory - what files im not sure, just set all of windows folder and child objects to correct permissions and it worked.
