Delphi localization

I have created a project and translated strings to different languages with Delphis Translation Manager.
How can I change language in runtime?

I the Delphi help I found: "You can use Borland’s database of strings translated in French and German. Download this file from the Borland Web site at:  and click Delphi Translation Repositories. The zip file contains both a .rps and .xml file."

But I am not able to find a download link in www.borland.com, where can I get the mentioned files?
