From enterprise manager, i would need to create it first correct? then restore it?
no need to create, you can directly restore
Database (rt-click) > All Tasks > Restore Database > Give Name in "Restore as database" and Select the backup file.
Database (rt-click) > All Tasks > Restore Database > Give Name in "Restore as database" and Select the backup file.
and press OK
