error while installing Beta3 of Open CV

Dear Experts

while installing Open CV Beta 3
this is the site of the application
(http://prdownloads.sourceforge.net/opencvlibrary/OpenCV_b3.exe?download)

i got this erroe

" unable to execute file:
RegisterAll.bat
CreateProcessFailed; Code 2.
The System Cannot find the file specified."

i tried to run this application in 4 PC'S

three computers shows this error
and in the last pc it installed properly

so what is missing in the first pc's.
please advice
i need the solution

Could you explain if there are any differences between the PCs?

And if they are the same have all of them got the same updates and drivers?

no changes between pc's

same
but i don't know if there is a required hotfix installed in one pc and not in the other

Ok well i guess you could check the hotfix's and other drivers for your hardware.

Hotfix's shown in the Add/Remove Programs Screen (control pannel > add/remove programs) [if you needed that]

What about other software are there any differences between that?

i got the solution
i have to nistall the direct x 9 first
