Monitoring DSL Device under Windows 2000

I have a DSL Modem plugged in a Cisco 2924 Switch and i need to monitor this device as i feel that the bandwidth i am getting from the ISP seems a little slower than the one which we have subscribe for. I have heard of MRTG and others.. Need your advise to which easiest software to use for this purpose and what would be the steps for perform these task.
