Backup Exec 9.1 Server Service fails to start

I have been trying to get this software working for a long time now. I have tried version 9.0 and I had this problem. I did a fresh full install of 9.1 and still have issues. It always seems to have the same problem. The services never start up consistantly. Very erratic and all my jobs fail. In the event log these are the errors.

Description:
The Backup Exec Job Engine service depends on the Backup Exec Server service which failed to start because of the following error:
After starting, the service hung in a start-pending state.

also double-check that you are using a username with the appropriate permissions for the service login.
