Does your Outlook client connect to an Exchange server?

For both items ... check out this article
http://support.microsoft.com/?kbid=247890

For rule #2
If you use MS Exchange Server -
You need to make sure that  "Automatic Replies to the Internet" option  isn't disabled ... I believe it is by default (for all versions of Exchange) ..

Understand - Server-based vs. client-based rules
