A few users are not receiving email - EXPS error  (Event ID: 1706, SMTP Protocol)

I am running Exchange 2000 (with all the updates) and recently a few users are not receiving some of their email from outside senders.   Integrated Windows Authentication In SMTP is enabled.
 
Event viewer is showing the following errors:  

EXPS is temporarily unable to provide protocol security with "bowc-exch1.bowc.com".  "CSessionContext::OnEXPSInNegotiate" called "HrServerNegotiateAuth" which failed with error code 0x8009030c ( y:\transmt\src\smtpsink\exps\expslib\context.cpp@1462 ).

EXPS is temporarily unable to provide protocol security with "ntserver1.mccaffreygroup.com".  "CSessionContext::OnEXPSInNegotiate" called "HrServerNegotiateAuth" which failed with error code 0x8009030c ( y:\transmt\src\smtpsink\exps\expslib\context.cpp@1462 ).

Any ideas would be greatly appreciated.

btw ... make sure you back the server up before and after using eseutil and/or isinteg ...

Similar issue here, with error 1706,  on sbs 2003, fully patched. But all the domain names are bogus, and it looks like the server's being hammered with authentication attacks and spammers using the out of office trick.
