Network Twilight Zone

My son has been at JMU (James Madison University) 2 weeks and cannot connect to their site. He has a connection that has been verified to be working by NTC. NTC is the cable company that provides the connection. NTC sent a technician who hooked up his laptop and the connection worked. The technician told us  that we needed an Ethernet card. We called Dell they noticied the Win Socks were missing we installed them per their instructions and also deleted and rebuild the nework connection. We have ran ip config we have renewed the config, We have pinged the server all with no sucess.  Since the ethernet card is  integrated in the motherboard it had to be replaced. Dell sent someone out to do that and It still does not work his network connection says Intel R  pro/1000 MT network Connection. Computer Dell Optiplex GX 260. We
bought this computer through the JMU program.  It does not connect and we are running short of patience.This connection workd last year at school. When my son was at home he was connected to a Siemens Speedstream SS2510 power line router. I also set up a local network in this home configuration. My Son's connection at home was at the other end of the power line with an adapter that plugs into the USB port.
We desperately need this computer to get class work done. I need someone to follow this through to own the
customer experience of getting a resolution,  I'm sure there are many talented people in your exchange that would love to attack this challenge.  I would appreciate you attention to this manner. I gave all the points I have to get this resolved.

How did you do this? Did you run winsockxpfix?

The first thing I ask people to do is try pinging 127.0.0.1

Yeah, ping 127.0.0.1 will ensure that the tcp/ip stack is working.  Beyond that, make sure that the network card has a link light.  You might veen just replace the network cable just because it is relatively inexpensive.  When you run ipconfig /all what is the output?  Does it give you an ipaddress that starts with 169 or what?  If so, then it is not connecting.  Ensure that under tcp/ip the ipaddress and DNS is set to be obtained via dhcp.  If the computer IPAdress is not 169.x.x.x and if the computer is set to DHCP then try pinging the ipaddress that is given by the ipconfig /all command.  If successful then ping the address given for the default gateway.  If you can do these things then the problem is not with the computer.  

Also, in properties of My network places choose proprties again and double-click the network card.  Go to the advanced tab and make sure the link is set to AUTO.  If I know the speed of the connection then I will set it manually (for instance, 100MB Full Duplex) but at school he just just set it to auto.  

If none of this works then I would recommend breaking out the CDs and reinstalling the laptop.  Make sure you have all of the drivers before you begin particularly for the Network card so you can get the others in case you forgot something.  Burn all of the data off to a CD first.  Often, it is just not worth the time to try to troubleshoot what the real problem is.  Let's just get the computer working.

We have pinged the 127.0.0.1 the response is request time 4 packs send 0 received 100 % loss. We do get a 169 ip address when running ipconfig/all  We can't ping it and there is no default gateway settiing. The link is set to Auto.  It's looking pretty bleak for the home team. Is there no other option than to reload everything. We are going to try to delete and rebuild the driver for the network connection next. If anyone else has any ideas I would be glad to here them,

ok..

not pinging 127.0.0.1.  That's something we can work with.  From here on in... try that after every fix until it works and then post that it does.
