how to convert nfo database file to xml

I have a nfo file (formerly from a proprietary db) that needs to be converted to xml.  

Any suggestions?

nfo could be a Folio Infobase database. There is a Folio-to-XML converter here: http://www.nextpage.com/publishing/folio/folio-xml.htm

I haven't found any reference to a freeware or open source converter.

It was a Knowlix db.  It can be converted by the folio converter but only for $5k.  I'm looking for something other than that.
