Outlook 2002 Client Cannot log onto exchange server 2003

i am unable to connect Outlook 2002 client to Exchange 2003....i Keep receiving " Log onto Incoming server POP3: The specified server was found but there was no response from the server.....

I dont understand why this is happening!!  All setting should be correct

POP3 vitual server is disabled by default in exchange 2003.
make sure that  the POP3 virtual server is started in exchange system manager.

can you telnet to your pop3 server and check the status

i am able to connect via telnet....just cannot log into the POP3 server.  The following error persists:

The specified server was found, but there is no response from the server.  PLease verify the port and SSL information.....

Also, I am able to connect via POP3 internally to the server.  (if I configure a POP3 client inside my network)
