How to make an affiliate script with 10 levels

I need to make an affiliate script.  Can someone show me the code that I would use to do this.  I have some scripts with examples, but they stink.  

I want to have 10 levels and  pecentages of commission.

Such as 30, 10, 10, 10, 5, 5, 5,5,5, 1

I am totally lost.

I imagine the main thing would be to have a database of all affiliate id's, and their commision level.,  and a separate table that lists percent per level. Then once they are sent to your site with an affiliate id, you would need to set a cookie withthe id of their refferer, and later read the cookie when the purchase is made. Then during the purchase, you can either keep a table of purchases coupled with refferer id's, and at the end of the month count up what each affiliate has made.

This would be a moderately straightforward script, but I imagine it would take some time to write. Those are the basic steps it would need to follow though.
