CDONTS.NewMail (ActiveX component can't create object)

I am having someone run a DTS package for me on the same server that has run in the past with the CDONTS variable in vbscript.  The reason I don't run it is because I don't have access to it.  So, I have to tell him what to do to get arround this error.  

The server is Windows 2000, so cdonts.dll should be installed.  
1.  How do I check to see if it is running (without creating an .asp page)?
2.  Is there something else that should be running, if so how do I check that?

If you know of a step by step link, I could forward it to him for him to check.

Here is the link to Microsoft on CDOSYS (not only sending mail with it, but the installation and config of SMTP to support it).

Can this be fixed without changing the code to CDOSYS?
